Enhancing Required Joint Efforts on Climate Action Project

The consortium led by WEglobal implements “Enhancing Required Joint Efforts on Climate Action Project” which is co-financed by the European Union and the Republic of Turkey and beneficiary institution is the Ministry of Environment and Urbanisation. The Contracting Authority of the project is Central Finance and Contracts Unit and the duration of the project is 30 Months (14 august 2017 – January 2020) with a budget of 1.831.085 Euro.

Within the scope of the project, in order to support the Ministry of Environment and Urbanisation in terms of better response to global climate issues and achieving international reliability, technical assistance is provided on capacity building through an extensive training programme. Effective communication with climate-related stakeholders, and awareness raising activities are conducted and local climate change actions are realised through a grant scheme of 38 projects.

GOAL

The goal of the “Enhancing Required Joint Efforts on Climate Action Project” is, by means of increasing public understanding and enhancing stakeholder capacity, to foster the joint efforts in mitigating climate change in Turkey, gradually aligning with the EU climate policy and legislation.

To reach this goal, focus is on:

increasing national and local technical capacity in the field of climate change,

raising the awareness of the target group on the climate change and the immediacy of joint climate action and

providing project implementation support to the Grant Beneficiaries of “Capacity Building in the Field of Climate Change in Turkey Grant Scheme” for generating solutions at local level.

PROJECT COMPONENTS

The project has 3 main components to achieve its expected results.

1. Training Component
  1. Training Component

Focus on improving local and national technical capacity in climate change is the first component of the project. This component of the project consists of a detailed training needs analysis and development of training modules targeting metropolitan and other municipalities, local governments, NGOs and other stakeholders related to environment and climate change, as well as national research and consulting institutions and general public.

Capacity of the target groups is enhanced by taking the importance of cross-sectoral interactions that combat climate change into consideration. Thus, cooperation and coordination among various sectors and managements that combat climate change will be possible. Furthermore, support is provided to the Ministry of Environment and Urbanisation and relevant stakeholders in terms of developing an integrated approach towards environmental, economic and social aspects of the climate policies.

2. Communication Component
  1. Communication Component

Second Component is focusing on raising the awareness of the target group on climate change and the immediacy of joint climate action. In this context, campaign activities are planned, carrying different messages for different target groups, and effective communication measures are being taken due to different awareness levels of the said target groups, their different information needs and differences in media usage behaviours. Combined communication approach in the integrated communication strategy includes media communication activities, information and promotion materials, interactive applications, activities, dialogue communication, conventional advertising and public relations efforts.

In order to analyse the impact to be created by the Project, awareness levels of the target groups will be evaluated at the beginning and at  the end of the project; thus, based on the findings, a National Climate

Change Communication Plan (NCCCP) will be prepared. The National Climate Change Communication Plan, whose implementation will take place after the end of the project, will be the final output of this result area.

While implementing regular awareness raising activities and the specially designed campaign during the lifetime of the project, Beneficiaries of the Grant Scheme will also assist in making these awareness raising and communication activities reach to a wider audience, and these awareness-raising tools will be used by these institutions at the local level.

3. Grant Component

The third component, the management and monitoring of the “Capacity Building in the Field of Climate Change in Turkey Grant Scheme” is the most powerful component in terms of stakeholder impact. The grant scheme under the project covers 38 grant projects and involves various stakeholders such as municipalities, universities, and NGOs. Hence, this component is a potent tool in terms of generating solutions at local level. Under this component, the project will provide continuous support to the grant beneficiaries in terms of project implementation, and technical assistance to the Ministry of Environment and Urbanisation in terms of monitoring and evaluation.
